Mu Karere ka Rutsiro, mu rwego rwo gufasha abamugaye mu myigire yabo kandi dufatanyije n’abafatanyabikorwa nka Minisiteri y’Uburezi, abamugaye ingingo n’abamugaye mu mutwe ubu bariga. Ikindi gishimishije ni uko ubu hatangiye gahunda yo kwigisha abafite ubumuga butandukanye mu mashuri asanzwe bigana n’abadafite ubumuga.
Mu mihigo Akarere kahize mu bijyanye no gusoma no kwandika, harimo kubarura abatazi gusoma no kwandika no kubashyira mu masomero. Muri urwo rwego abantu 18.603 nibo babaruwe nk’abatazi gusoma no kwandika mu Karere ; ubu abantu 8.999 barimo kwiga kandi bigishwa n’intore z’urubyiruko rwarangije amashuri yisumbuye.

The District has 80 Primary Schools accommodating 73,224 pupils and 1,086 teachers. Primary school education in the District has got a problem of a high rate of drop-outs brought about by the culture of fishing and mining that attracts students to get engaged into them. Most of the buildings are very old and they require rehabilitation, extension ad there is need for new buildings. Persistent training for teachers remains an outstanding problem. There are a few secondary schools in Rutsiro District with only 14 of which 4 are privately owned, 8 free subsidized and 2 public owned. The number of students in secondary schools is 5,324 while teachers are 215 of which 96 only are the only ones qualified. Like in primary school, the secondary schools also have a problem of drop-outs due to lack of the school fees. Because the rate of qualification for teachers is relatively low and the quality of education offered is also low.
As for informal education, the District has only one training centre for the youth that is still in the course of being constructed. There are also 30 operating nursery schools with 1,000 pupils and 30 teachers. Allowances for teachers remain the major issue for the District and parents. Remuneration is insufficient and irregular. The programme for elimination of illiteracy in adults is conducted in 76 centers with 76 facilitators teaching 3,900 illiterates out of16,852 identified in the whole district.
